  • William Hughey

    The 71st District Courtroom was standing-room only Thursday as family, friends, supporters and other county and city officials watched as the Honorable Judge William Hughey retired his robe and had his portrait unveiled.

    Hughey, who was the first African-American 71st District Judge in Harrison County, had his portrait revealed to the crowd in the courtroom where it will hang along with the past 71st District Judges. He served from 2009 to 2012.

    Russell Leday was voted the national president of Grambling University National Alumni Association in 2017.

Edwin Smith

Known for his personal brand of "make everybody feel special" and never ending optimism, Edwin believes in the American Dream.

He finished his undergraduate studies with a dual major in Information Technology and Management at Grambling State University and completed a Masters of Business Administration at the University of Dallas, Gupta School of Management.

He later earned his Juris Doctor at the Texas A&M University School of Law. Since moving to Parker in 2012, Edwin has invested the time to learn what is important to the residents to ensure Parker remains a great place to live and raise a family.

He was elected to City Council Member in May 2018 and served with commitment, diligence and integrity thru November 2020.
